Before coming to Annapolis, Susan won wide recognition as a Carroll
County School Board President who was fiscally responsible, yet
always put children first. She was twice elected President by her
peers on the county school board and also was chosen by the National
School Boards Association to be a presenter at their national
conference.
In the 1998
Carroll County Board of Education election, Susan won
more votes than any other candidate, beating two incumbents
and taking every precinct in the county. During her four
years on the Board—the final two as President, she helped
Carroll County rake in a record amount of school
construction dollars from the state. |

Susan led the way to other accomplishments and reforms, including
smaller class sizes, an end to social promotion and the beginning of
a countywide phonics reading program. SAT scores climbed to the
highest level in Carroll County’s 25 years of record keeping.
Starting salaries for new teachers were increased to attract the
best and brightest.
At the same time, new emphasis was placed on
accountability to taxpayers. Her favorite times on the School Board
were spent visiting classrooms and solving problems for parents and
children. One of her proudest moments was the hiring of top-notch
Superintendent Chuck Ecker to oversee Carroll County schools.

In Annapolis, as a Delegate, Susan is often sought out for her
educational expertise. State Schools Superintendent Nancy
Grasmick picked
her
to serve on
Maryland’s Parent Advisory Council
because of
Susan’s overriding commitment to getting parents involved in their
children’s schools.
Susan enjoys meeting with all her constituents, whether over coffee
at the local bagel shop, or in Annapolis for a tour of the State
House. One of the highlights of her term has been working with
children and teenagers, the future leaders of our great State.

In the summer, she likes to volunteer as a legislative “coach” for
teens attending
City on the Hill, a leadership training conference held at the
state Capital by the
Association of Maryland Families.
Susan advises teens how to get
their mock bills through Senate Committee meetings that they
stage each Summer as part of the City on the Hill youth
leadership conference.
