Quality of Life

Like most of us, Susan moved to Eldersburg for its low crime, excellent schools and wide open spaces. But as South Carroll mushroomed into the fastest growing and most populous area of the county, Susan led successful efforts to build Piney Ridge Elementary, Oklahoma Road Middle and Century High schools. Today, as State Delegate, she has helped bring a record number of new projects to District 9B. In addition, she is working toward increased local control to make sure we have a say in the future of our own neighborhoods.

  • Our Fair Share
    • Worked with the Ehrlich Administration, County Commissioners and the Town of Sykesville to capture nearly $65 million in state capital funds for Carroll County schools, water supplies, roads, parks and emergency services.
    • As a member of the Freedom Area Citizens Council, pursued the community’s goals of better roads and infrastructure to catch up with existing growth.
       
  • Promoted responsible residential growth and land and water management.
     
  • Local Control
    • Agrees with the voters decision to increase the Board of Carroll County Commissioners from three to five elected by district
    • Supports the Option 2 re-districting map, which provides the best representation throughout Carroll County and gives the large unincorporated areas of Freedom and Finksburg more of a voice in Westminster by giving them two commissioners.
    • Supports Code Home Rule, which gives county commissioners authority to govern from home, without having to send local bills to Annapolis for approval.

       
  • Protection from Crime
    • As a victim of identify theft herself, worked on legislation in the House Economic Matters Committee to protect consumers’ personal information.
    • Supported Jessica’s Law to create a mandatory minimum sentence of 25 years in prison without the possibility of parole for anyone convicted of a first or second degree sexual offense against a child under the age of 13.
    • Background Checks for Day Care Workers – successful in sponsoring legislation tightening state scrutiny over the hiring and firing of childcare workers with a history of crime, neglect or abuse.

       
  • Senior Citizens
    • Helped Carroll County capture $600,000 in state funds for construction of a new $11.7 million South Carroll Senior Center to be built along Mineral Hill Road.
    • Helped senior citizens win passage of a law to ease gaming policies at Carroll County senior centers so they may continue to play bingo, card games and billiards.

       
  • Health
    • Supported extending the workplace smoking ban to include bars and restaurants.
    • Helped the county win $1.1 million in state funds to build a residential drug treatment center at Springfield Hospital.
