Update from Annapolis
Higher Curb Installed on Portion of Route 32 to End Errant Left Turns

May 14, 2009

Dear Friends,

Installation of a higher median divider along Route 32 between Liberty Road and Piney Ridge Parkway is scheduled for completion tomorrow. The State Highway Administration replaced the former "mountable" curb to stop motorists from driving over it to make unsafe left turns, according to SHA officials.

Now, motorists will make U-turns at the Liberty Road or Piney Ridge Parkway intersections. The new higher curb is similar to what currently exists along Route 32 just north and south of this area. For more details, see the State Highway Administration press release.

  Thoroughbreds

First, the Triple Crown, Then, Sykesville . . .

I saw my share of racehorses this morning, but they were all retired. I was among dozens who attended the grand opening of Second Chances Farm, located next to the Public Safety Education and Training Center in Sykesville.

Second Chances is the new home of retired racehorses who will be tended by minimum-security inmates from the nearby Central Laundry correctional facility. Thirty to 40 horses eventually will live on the 27-acre farm, according to the Thoroughbred Retirement Foundation, which partnered with the Maryland Department of Public Safety and Correctional Services to launch the program.

$237,721: Too Much Money per Patient next year at Springfield's New Forensic Unit
As reported in the Carroll County Times:

"The price tag for housing patients at Springfield Hospital Center's Muncie Building is raising objections from a state lawmaker.  Del. Susan Krebs, R-District 9B, said that although Sykesville's Secure Evaluation and Therapeutic Treatment program has been secure so far, she thinks too much money is being spent on it.

The SETT program at Springfield Hospital Center's Muncie Building is for patients who are incompetent to stand trial and therefore unable to be held criminally responsible for their crimes."
